CARRIAGE DIRECTORATE

Right to Information Act-2005

 

     The Power and duties of its officers and employees  1.0  Functional Responsibilities and Authorities Executive Director 
? To co-ordinate with other directorates, DG, Railway Board, Railways and PUs.
?    Overall direction and approval of design and development in Carriage Directorate.
?    To ensure that Quality Systems are understood and implemented in functioning of the directorate.
?    To approve/ jointly approve, issue and change the directorate operating procedure. 
?    To assign specific responsibilities and devolve sufficient authority to sub-ordinates.
?    To provide adequate resources (including manpower) to design units under his control.
?    To review project progress, removal of non-conformities and ensuring that proper corrective and preventive action is taken.    Director/Jt. Director 

? Direction, monitoring and co-ordination within and outside the directorate at his level.
? Implement Quality System Procedures, directorate operating procedure and extant instructions, as also corrective and preventive action. ?    Standardize and improve work practices and environment.
?  Identify training needs of staff within their control.
? Control documents and records as applicable. 

Dy.Director/Asstt.Design Engineer 



? Assist Director/Jt. Director in their work.
? Ensure release of drawings / specifications after approval of competent authority.
?  Prepare work plan and review it?s implementation.
?  Pass the drawings already checked by unit supervisors. 
Unit Supervisors

?  Supervise the working of subordinates in his section and preparation of designs, specifications and reports.
?  To ensure working in his section is in accordance with the Quality System Procedure and work instructions issued to him and to refer to his superiors in case documents are not available with him.
? Maintain QS documents and records as applicable.
?  Any other work assigned to them for day-to-day functioning. 

System Analysts & Assistant Programmers 

?  System administration,
?  User guidance
?  Finalization of completion reports, AMC of computer systems, software support for financial applications, stores procurement, conduct of computer training  Sr. Console Operator / Console Operator

  • Computer System Operation. Opening/Closing of Computer Center and Computer System .
  • Backing up of data and other files and their retrieval from archive.
  • User?s guidance and help regarding plots and printouts.
  • Assistance regarding AMCs.

DPS:  

  • Upkeep of all the computer equipment and their peripherals.
  • Looking after the functioning of various terminals installed in the main Administrative Building.
  • Pocurement of computer stationery and other consumable store items for the computer and its peripherals.
  • Maintaining the Dead Stock Registers.
  • Associating in stock verification by Accounts & Audit.

Librarian: 

  • Upkeep of library under library procedures for RDSO.
  • Upkeep & storage of software backup copies.
  • Documentation of incoming dak.
  • Assisting regarding proposal initiation of furniture, Hard ware, photocopy machine etc. and chasing of cases with account branch.

JE-II(Design)/ CDC :

  • Carrying out of simulation work at Crashworthiness Design Center.
  • Assisting Dir/CDC in the project Crashworthiness Design of coach.

JE-II(Research) :

  • User guidance regarding PC Software.
  • Validation of PC base software & back up copies.
  • To assist in imparting Computer Training.

A Unit Officer is the immediate superior of a Unit Supervisor.  He may be a Director, a Deputy Director or an Assistant Design Engineer.  His controlling officer may define other responsibilities, in addition to those defined above.  (iii)  The Procedure Followed in the Decision Making Process, including channels of supervision and accountability :- As per DOP/CG Rev.`7?    (Directorate Operating Procedure of Carriage Directorate)  (iv)  The norms set by it for the discharge of its functions :-  Current Projects in Carriage Directorate
