Action plan for Traffic Directorate/RDSO

Traffic Directorate of RDSO understood study for bringing about system improvement with specific reference to certain provisions of General Rules mentioned in the said letter.  The above mentioned Action Plan included study of GR 4.10, and GR 3.62(i). G.R 4.10 pertains to speed over non interlocked points and GR 3.62 pertains to protection of track in case of obstruction.  The study has been completed and the report has been sent to Adviser/Safety Railway vide ED/Traffic letter No 2008/TFC/352/Action Plan dated 05.07.2010.

The key recommendations of the study report are:

§  The measurement of force on the clamp exerted by WDM2 locomotive do indicate that there appears to be a scope of increasing the limit of speed over facing points during non interlocked period over and above what is provided in GR 4.10.

§   The distance for placing of detonators in case of obstruction on BG as provided in GR 3.62(1) can be reduced by 200 meters overall with complete adoptability of GSM/R. The arrangement of placement of the detonator on the broad guage will be that the first detonator shall be placed at 500 metres and three detonators at 1000 metres from the obstructions about 10 metres apart from each other. However the use of only other means like VHF and PCP would require placing of detonators as per present practice.

A committee of Executive Directors formed by DG had considered all the issues of increasing speed over non interlocked points. The recommendations of the above committee has been sent to Adviser Safety Railway Board vide DG’s DO No 2008/TFC/352/Action Plan dated 07.10.2010.The recommendations of the committee includes conducting trials by framing a trial scheme in terms of which on the first day of trial of non interlocked points a speed of 25 kmph on main line may be tried and on being successful a speed of 30 kmph may be done on subsequent days.
